Saints are those who have the same beliefs as the first century believers:
3 Beloved, while I was very eager to write to you about our common salvation, I was constrained to write to you exhorting you to contend earnestly for the faith which was once for all delivered to the saints.
All the New Testament references suggest the saints refers to the many believers:
32 As Peter went throughout all those parts, he came down also to the saints who lived at Lydda.
10 I also did this in Jerusalem. I both shut up many of the saints in prisons, having received authority from the chief priests, and when they were put to death I gave my vote against them.
25 But now, I say, I am going to Jerusalem, serving the saints. 26 For it has been the good pleasure of Macedonia and Achaia to make a certain contribution for the poor amongst the saints who are at Jerusalem.
Daniel prophesies that the saints will have an important part to play in the future kingdom:
18 But the saints of the Most High will receive the kingdom, and possess the kingdom forever, even forever and ever.’
Specifically, the saints will be involved in administering the population in the future world kingdom:
2 Don’t you know that the saints will judge the world? And if the world is judged by you, are you unworthy to judge the smallest matters?
